Many proclaim their own loyalty because it is admirable, and people want to be admired. The proclamation is easy. Loyalty becomes harder when it is costly, when standing with someone exposes the loyal person to loss, and most of those who have proclaimed it quietly excuse themselves at that point.
So Solomon asks, who can find a trustworthy man?. The trustworthy man is rare, the one in whom word and life have grown into the same thing. The verse trains the student to weigh demonstrated faithfulness over empty claims, and to test his own words by the same standard.
