The Kohathite families outside Aaron's priestly house come first: to the rest of the sons of Kohath were given by lot, from the half of Manasseh, ten cities (v 61). The fuller account in Joshua 21:5 names the donor tribes for Kohath's ten cities: Ephraim, Dan, and the half-tribe of Manasseh.

Gershom's thirteen cities came from the tribe of Issachar and from the tribe of Asher, the tribe of Naphtali, and the tribe of Manasseh (v 62), with the Manasseh towns lying in Bashan. The allotment spread across the far north--from the Jezreel Valley (Issachar) to the coast (Asher), the Galilee hills (Naphtali), and the high country of Bashan east of the sea of Galilee (Manasseh). The most distant tribes received resident Levites first in this list.

Merari's twelve cities ran from Galilee down through the lands east of the Jordan, given from the tribe of Reuben, the tribe of Gad and the tribe of Zebulun (v 63). The method mattered: the towns were assigned by lot, cast before the LORD at Shiloh in the days of Joshua (Joshua 21:8 with Joshua 18:10). Scripture says of this practice, "The lot is cast into the lap, But its every decision is from the LORD" (Proverbs 16:33). The placement of every Levite town in Israel traced to God's own decision. A family of Merari lived in Zebulun because God had set them there.

The giving was national: the sons of Israel gave to the Levites the cities with their pasture lands (v 64). Every tribe in Israel surrendered towns and pasture from its own inheritance to house the servants of God. The tribe with no territorial inheritance was carried by all the tribes together--and in return, every tribe had the teachers of God's law living inside its borders.

The summary closes by looking back at the priestly towns already listed in 1 Chronicles 6:55-60--these cities which are mentioned by name--and confirms that they too came by lot from the tribe of the sons of Judah, the tribe of the sons of Simeon and the tribe of the sons of Benjamin (v 65). Behind this whole scattering stands an old word turned inside out. Jacob, angered by Levi's violence at Shechem, had declared: "I will disperse them in Jacob, And scatter them in Israel" (Genesis 49:7). The dispersion happened exactly as Jacob said--and God made it a gift. Moses blessed Levi as the tribe that would "teach Your ordinances to Jacob, And Your law to Israel" (Deuteronomy 33:10), and forty-eight Levite towns (Numbers 35:7) planted those teachers within walking distance of every family in the land. What began as a curse for violence became the delivery system for the knowledge of God.
