The LORD preserves true knowledge and dismantles the words of the treacherous.

The eyes of the LORD preserve knowledge. The LORD watches over true knowledge across generations, keeping it alive when human institutions fail. The Scriptures themselves are the great example. Through exiles, persecutions, and centuries, what the LORD has spoken has not been lost.

He overthrows the words of the treacherous man. The treacherous man's words are designed to deceive, but they cannot finally hold. Eventually the LORD pulls them apart, exposes their falsehood, or simply lets them collapse under their own contradiction. Psalm 33:10 names the same pattern: "The LORD nullifies the counsel of the nations." Truth has a Preserver; lies do not.
